General Manager

Scott works for the Western Placer Waste Management Authority (WPWMA) as the agency’s first General Manager, reporting directly to the WPWMA’s Board of Directors and responsible for managing the operations, engineering, administration, and finances of the Authority. Scott joins the WPWMA after serving as Executive Director of the Regional Waste Management Authority, a solid waste joint powers authority serving Sutter and Yuba County jurisdictions. Prior, Scott was the General Manager of GreenWaste Palo Alto and the Solid Waste Manager for the City of Elk Grove, where he received a Sacramento Area Sustainable Business award. Throughout his career, he has been at the center of advancing technologies, being recognized as a pioneer in the zero-emission vehicle movement in the solid waste industry. Additionally, Scott has successfully promoted and implemented sustainability and climate action policies within the communities he has served.
